A New Anchor Point on Sudan's Transmission Backbone
On behalf of the Sudanese Electricity Transmission Company (SETCO), ICC Energy DWC-LLC designed, supplied, and constructed a 500/220 kV Power Transformation Substation and its associated interconnection works at Khartoum/Rabak. Delivered on a fully turnkey basis, the project represents ICC Energy's largest and highest-voltage substation to date — a facility built to step down Sudan's 500 kV transmission network to 220 kV distribution level, feeding one of the country's most critical grid corridors.
The contract, valued at USD 51,749,148.83 and structured under ICC Rules of Arbitration with a Paris seat, called for a complete Design-Build-Turnkey delivery: engineering studies, equipment procurement, civil and electromechanical construction, testing, and final grid interconnection, all within a 24-month execution window.
Five Disciplines, One Integrated Handover
Engineering & Design
Load flow and short-circuit studies, protection coordination, single-line diagrams, SCADA design, and full protection & control system engineering.
Equipment Supply
Two 315 MVA autotransformers, 500 kV and 220 kV AIS switchgear, SCADA and fiber-optic systems, and full auxiliary power infrastructure.
Civil & Electromechanical
Site clearing and leveling across 120,000 m², internal roads, equipment foundations, the control building, cable trenches, and earthing works.
Testing & Commissioning
Factory and Site Acceptance Tests, protection and control system verification, trial operation, and final performance testing.
Grid Interconnection
500 kV and 220 kV transmission line outlets integrated with the existing network, with stability confirmed before energization.

Underneath that single line of certification sits everything the figures above represent: 24,000 meters of earthing conductor, ten 500 kV circuit breakers, two autotransformers each heavier than most substations' entire switchyards, and two years of engineering, procurement, and construction carried out to specification. For ICC Energy, Khartoum/Rabak stands as the company's most technically demanding transformation substation to date — and a marker of how far its EPC capability now reaches.
